The DPC’s concern is pastoral matters. It needs to study and weigh matters: it needs to propose practical solutions. To achieve these purposes, the DPC needs to work within the limited resources of the diocese and not to dream in unrealistic ways. It is not meant simply to have a general discussion or uninformed debate.
The ultimate purpose behind any DPC is to help the Bishop to listen and to discern where the Spirit is calling a diocese, and what the Spirit is calling the diocese to do. A DPC is not a democratic forum like some kind of parliament. The majority view may not be the same as the Spirit’s guidance. This guidance in fact may be reflected in the opinion of a prophetic minority.
People need to be able to reflect, to debate and to respond to opposite points of view. The new DPC consists of seventeen members.
